Amd Cool and Quiet

Msi B350 Board Gaming Plus
Ryzen R5 1600
Team Group Vulcan 3000 kHz
16gb
Windows 10 64. With latest update.

Got this lot two weeks ago.
Latest Bios
Default settings.
Got into windows noticed on cpu z
That the Cpu was running at 3340mhz
Out of the box.
No matter what I do I can't get cool and Quiet to work even on default settings.
Did a sort of fresh install of windows.
Ryzen Balanced plan and even adjusted the minimum processor state down to
Approx 20%
All voltage settings on Auto.
Anything I'm missing before the board goes back ?
Also if I set cool and Quiet to enabled it very often sets itself to back to disabled !
Adjusted clocks up and down in the bios. Did all my usual oc settings. Also tried overclocking on the Ryzen master still the same.
I've run out of ideas. I must say it's far easier oc ing with Intel !!!

Are all c power states enabled ?

Yes that's enabled.
Googled my problem and lots with similar faults. I had enough. Unless someone here can sort it. It' going back on Monday.
And I'm getting a Gigabyte board !!!

Should work fine on the Gaming 3, on b default , but that quickly gets turned off for overclocking

Don't think I'll be able to get to the system tomorrow , if I can will load default settings to see if it's auto on and working
