Never had a problem with OcUK. Ordered plenty of stuff from them over the last couple of years. Prices aren't always the most competitive but their CS generally are very good.

If you can stretch the budget to get an Athlon II X3 these offer a great bang-for-buck performance. Pretty much any basic AM3 motherboard will do the job your after.

What memory have you bought? Will you need a dedicated GPU or will you be using the onboard graphics card?

What PSU have you got? If you've not bought this, try not to scrape the bottom of the barrel as it's the most important component as you don't want the risk of frying other components if it goes bang!
 
I can understand why you have been put off purchasing online, however it does sound like you have been very unlucky. I source parts for clients online, it is cheaper and there is a better selection of parts to choose from. Yes i have had parts arrive DOA on very rare occasions but never had a problem having them exchanged.

Could you please tell us what parts you have for the rest of the build in detail? Also what the main use of the machine is.

The Gigabyte GA-M68MT-S2 is a great lil budget AM3 mobo at £40ish. You can pair this with the 955BE phenom II (£90) and still be in budget. Top tip you can make the 955 a 965 by increasing the multiplier by 1 in the bios (the 965 is £15 dearer than the 955).

If you are reusing an old PSU it's worth checking now that it has 24pins on the power connector. Also are the HDD/DVD sata or IDE? I don't mean to insult your intelligence just want to make sure you make the right purchase for your needs.
