AMD hdmi scaling question

Since I updated my amd drivers + windows 10 my desktop is missing an inch around the edge of the screen and the only way to fix this seems to be setting hdmi scaling to 5%, what I want to know is this the right solution to the problem and will this effect picture quality or input lag?

Also the setting for gpu scaling do I set that on or off? fyi I have been using on

The setting for scaling mode do I have that set to fullpanel,preserve aspect ratio or centre? fyi I have been using full panel.

wanted to make sure I'm doing this right and wondered what causing this. thanks
 
Oh thanks guys I fixed it now.

I had 16:9 overscan mode on my tv switched on for watching movies didn't realise it was that messing up my windows.
