AMD multi GPU frame pacing update

True that multi GPU on dx12 at the mo is non existant but seems they have high hopes for the future to go through the effort , either that or rely on people to use two cards to beat green team at a cheaper price

They say nothing of INPUT LAG though I have never had success using framepacing. It does help smooth frametimes a bit but at the cost of noticeable input lag. We'll see

Hopefully explicit multi GPU takes off, it's pretty much needed for VR with supersampling.
