AMD offers free boot kit for Ryzen 3000 owners

I was going to get one of these myself as my x470 board needed a new bios for the 3700X but found it easier to just by a athlon x4 950 for 35 quid and do the bios upgrade with that
 
Can't AMD just make something to put into the socket that will get them into the BIOS to update it? not a CPU, just something without even a heat spreader that allows the system to boot into the BIOS.

They could ship it with CPU's.
 
Can't people who want to upgrade do a bios update using their old chip, not a lot of reason to buy an old board if you want new chip and board is there, savings can't be that good.

Because of the price of X570 a lot of people are buying 400 series boards with Ryzen 3000.

I mean a 3600 costs £190, even cheap X570 boards start at £180 to £200. People who spend around £200 on a CPU are not sending £200 on a motherboard.
