amd phenom ii 970 overclocking & UEFI bios

Hi, Im trying to overclock my amd phenom ii 970 to 4ghz and from what i heard its seems pretty simple to do. however, When i get it to 3.8gz the voltage automatically sets to 1.5v which seems pretty unnecessary. And i cant get past 3.8gz without it failing all together. I thought all i had to do was bump up the voltage and multiplier but i seem to be leaving something out. Any Ideas?

PC specs
CPU: amd phenom ii x4 970
Moherboard: asus m5a99x evo
Cooler: coolit eco alc
RAM: kingston hyperx genesis @ 1600mz
PSU: corsair 650w enthusiast series
 
hi have same chip and mobo mine oc,d to 4.0016MHz 24hours prime 95 tested just by using turboV evo . my cooler is a arctic cooling freezer 13 pro. i found evo much better than AMD,s overclocker .
