AMD Phenom II x2 BE Underclock lock?

My (temporary) Phenom II processor runs at 3.2gHz for about 10 minutes after booting into the OS, then the motherboard sets it's target frequency to 2.5gHz. It's not the motherboard underclocking it because it's overheating because I disabled it in BIOS. Any ideas?

Isn't cool and quiet the setting that does that?
