AMD phenom x4 fan problem

Hello wonder if anyone can help me i have just put a system together running

AMD phenom x 4 955 black edition
MSI 790FX-GD70

my problem is that from boot the CPU fan is on full RPM and when it reaches the window's screen it continue's as if its trying to keep the temp's down. Checking the AMD overdrive software show's temps at 41C which fine?

If i use MSI overclocking program i can change the setting to "Cooling" and the fan reduces to barely audible and will stay like that untill i close the app. I have enabled AMD cool n Quiet technology in the bios and checked all bios settings nothing look's out of place. I also have the latest bios anyone got any idea's what it could be ?
 
found out the issue was the heatsink fan seems to run at high RPM causing horrible noise.

decided to replace all my case fans with silent case fans and brought a scythe mugen 2 cpu cooler seems to of done the trick and keeps my system cool :D
 
The Stock Fan for the Phenom 955 is Horrid, I never used mine until I gave it to a mate for his parents pc, The heatsink and fan fits the old 754 socket :D but boy is it loud, It has that horrid sound. Cant even explain just clanky and horrible. BLEH :D
