Who wins overall? Generic AMD R9 M290X 950mhz with boost clock of 1050mhz (Laptop) or Gigabyte Windforce R9 270X at 1150mhz and mantle support (Desktop)? Thank you! :D

According to GPU Boss the 270x is the better card of the two. How reliable that is, I can't say.

The desktop 270x is better. By how much varies depending on the CPU they are paired with and whether running benchmarks or games.

As a ballpark an M290x will score around 7k in 3DMark 11 paired with a Haswell i7. A 270X can score 8.5-10k in the same bench depending on CPU. Graphics score-wise the M290X is at around 7k again while the 270X at 9k-ish.
