So it looks like AIB's are allowed to push those extra 100 watts in to them...

Yeah better innovation would be AIB's trying to get back to 2 slot sizes using other materials/designs. Chonky cards are ok for mammoth cases but wouldn't mind them at least try for some thin options.

It's hard to gauge whether AMD hasn't mentioned over locking headroom because of a long memory ("overclocker's dream") or because it won't be anything special on that front. Remains to be seen whether the scaling to 3GHz pertains to this release or binned examples for a refresh. I'm very interested to find out!
