Just to help out the people at GameNGuide the RX490 won't be Vega, it will be a Polaris based card of some sort. The clue is in the naming RX4** lol.

RX490m is the correct name of the chip, and is Polaris 10 for mobile.

Nothing new here. Vega will start with the number 5.

i cant remember amd claiming anything apart from a vid i saw saying the 480 would start at $200 and offer good vr, i think the only comparison to nvidia was the 480 crossfire vs the 1080 on aos

Where did they say that? Most of the people after the AMD event on June 1st thought came away with the impression that performance would lie somewhere between the 970 and 980. Or are you talking about $200 card matching last gens $500 card? That was purely in relation to VR.

I have read various articles saying that it claimed to have 980 performance, with no mention of VR. What sources did you read?
