AMD Ryzen Stock CPU Cooler thermal paste help

If I go into BIOS first when I power on whats normal temps for this processor?

I bought the 3700x, so that comes with a Wraith prism. I've heard it is slightly better than the wraith spire.

Sitting at Windows with a few tabs open, i'm idle at 42 degrees.
 
Should be fine although you may want to pick up a better cooler if you plan on overclocking or just like silent operation.
 
The paste on the stock cooler will be fine for a single installation - if you take it off, you'd have to remove what's on it and apply fresh paste.

It's not so much that the paste spreads out when hot, more that when the cooler is installed, the pressure spreads the paste out to cover the whole heatspreader on top of the chip.

Joxeon is right though, if you value quiet, you'll be wanting a new cooler.
