AMD Sempron or Intel Celeron

Celeron D 2.5 would be about the same, although a normal northwood based one would be slower by a fair margin. My friend had one at 2.9ghz and it only scored about 4500 cpu points in aquamark 3 compared to my 2500+ @ 2.2ghz getting 7500 points (just an example)
 
Is the Sempron Socket A or Socket 754?

If it's the Socket A Sempron then there's not much in it, although I'd personally go for the Sempron

If it's the Socket 754 Sempron then it'll be faster than the Celeron as the Socket 754 chips outperform the Socket A chips clock for clock
 
Get the celeron and clock it up, with this 346 I get the same time on pi1mb as my old 560 3.6ghz P4, overclock is on air too. Not bad for a 40quid chip.

The sempron will bury the celeron

The sempron will bury the celeron and jump on its grave. Even though sempron clock speed is lower the performance is actually better

Thanks for the replies. They are both from Laptops so I am unsure of the sockets as I don't know if they are differnt sockets in laptops....or?

What model number is the 1.8GHz Sempron? This'll give a clue to the socket as the Socket 754 models will have an inflated PR rating

Good choice with the sempron though :)
