AMD turion dropping speed

A friend has a laptop with an AMD turion in it. It is supposed to run at 1.8ghz but when in windows it is running at 797mhz. CPU-z reports a 200mhz bus and a multiplier of 4.

When checking in the bios, the speed is reported as 1.8ghz with a 200mhz bus and multiplier of 9 (as it should be).

Has anyone ever heard of this problem before, and what might cause\fix it?
 
thats amd's speed reducing power saving thingy....i cant remember what its called :eek:

anyway, run cpu-z again but this time get superPI or prime95 running in the background. the cpu will run at full speed only when its needed and its perfectly normal:)
