AMD Vision Engine Control Center not opening ?

so i just updated my gpu drivers and need to reset my overscan settings as my desktop does not expand to the correct size it should be

this setting is in the "AMD vision engine control center" however i cannot seem to open it, i click it and nothing seems to happen? it used to do this before updating but i never thought anything of it as i didnt need anything in there.....now i do

or does anyone know how to change the overscan settings on a gpu without using the crappy software they give you?

Roll back to the previous drivers? 12.6 doesn't really seem that stable yet. Seems to be a delayed overscan issue with these ones as well.
