Long shot, but if you go into msconfig and under the "Boot" tab and in "Advanced Options" , check to see if the box 'Number of Processors' is ticked. If it isn't, you could try ticking it and selecting "2" and reboot. If it is, untick it and reboot and see if that fixes it.
 
Only got the option of 1 processor in that tab.
Could it be a dud chip or just the way these AMD chips are? Always had intel before this so i dont know if they act differntly.

Can you enter BIOS settings during startup ? Some moetherboards do have core switcher there.
Are you sure you didn't bend any pins in CPU ?
 
ill have a look in the BIOS now.

Pretty sure no pins bent, went in smoothly.

edit: No options in BIOS, its pretty basic in there!

looking in device manager under processors 2 are listed.
So it seems all is ok... i dont get why only 1 core shows in monitoring software.
 
Go cmd -> "set devmgr_show_nonpresent_devices=1" without quotes -> "devmgmt.msc" without quotes (keep the CMD window open after this!) -> tools -> show hidden devices scroll to CPUs and delete any old drivers -> install AMD dual core optimizer -> reboot

Should work I think. Could take a look at http://incore.net/winxp-multicpu/ too.

EDIT:

However you may see "ACPI Uniprocessor PC". If that's the case, you are not using your second CPU core. Try to right click on the item and "Update driver". Pick "Install from a list or specific location" then "Don't search I will choose the driver to install". Hopefully you will have the choice of an ACPI Multiprocessor PC. However you may not be offered that choice.
