amd64 socket 754 getting hot

hi peeps ive got a desktop pc with a amd 64 3000+ socket 754 and it geting hot to the point where the bios shuts the pc down at 65 degrees it was going this a few weeks ago so i cleaned all in side the pc and reseated the heatsink which is a coolermaster one can any body help me resolve this im thinking about geting a new heatsink and fan oh by the way is isnt overclocked or anything running standard settings and i dont play games on it or anything like that its doing it when browsing the internet

yes i reapplied new compound and its seated properly it sits om the cpu evnenly i used akasa silver compound i cant change the speed of the fan its running at 1900 rpm thats what the motherboard software says anyway
 
speedfan reports the same temps
makes no difference with the side panel off
also ive one 80mm rear fan same for the front theres a 120 mm on the side panel blowing air towards the cpu cooler and a 120 mm in the psu
 
i flashed the bios with the latest one im thinking bout gettin a new cooler and thermal paste can you recomend any on oc website i only live round the corner from there shop
