Normally I custom write all of ours, but someone wants one their kids can update and add photos to and videos. From people's experience what would be the best choice?
 
Joomla / Drupal - any of the main ones would probably do.
Google CMS Matrix, that gives a side by side comparison of what each CMS does.

Even WP has plugins that would suit the photo / video thing - and as its for kids there are no steep learning curves to WP!
