An image viewer that lets you scroll through whilst zoomed?

I'm sorting through my 900 pictures from my Norwegian holiday, and have many very similar pictures taken in succession.

I want to be able to zoom in significantly, too the point that I can see the detail on a tiny house, then scroll through the images at the zoom level so I can see which is the clearest, but Windows 10 Photos doesn't allow that.

Any ideas on a free program that does?

Faststone does that. Open the settings and change "auto image size" to "lock zoom ratio". You can then zoom in to whatever %, and as you scroll it'll maintain that percentage.

From a quick Google, there are also a few alternatives too (irfanview).
