Analysis of crash (OcUK Crash investigation team needed)

My friend had an accident yesterday, I'm not too sure who will be held liable by the insurance, I'd like your opinions and views on the situation please.

Blue is my friend
Red is the car which hit him
Black is a van parked on the road. (About 10 feet from the corner, not quite as pictured).

Ok here is the account of my friend as to what happened:
He was emerging from the junction, signalling left. As the van was partially obstructing view, he was "edging out". The car which hit him was travelling down the road (right of way).

My friend was about 2 feet over the white line, his front wheel was just on the white line (Ford Ka) and whilst he may have been moving, it would only have been edging forward on the clutch - he hadn't started to turn or anything. The car (which looked to be going rather quick, maybe over 30), rather than going straight into his front end, swerved to the left and hit is rear quarter panel, and his drivers door. So it would appear the point of impact was on the other side of the white line.

Thats the account I was given when I spoke to him earlier, also when the person (<20yr old, tarted up escort) got out of his car the first thing he said was "I wasn't speeding!!1"
I'm obviously biased, but I am leaning towards the side of my friend regardless. The road is a good 20ft wide, no oncoming traffic, broad daylight. There should have been plenty of time and room (IMO) to slow and go round him


What is your view on the crash?

I though that might have been the case, if he would have been behind the white line (but still moving slowly) at the point of impact - would the same still apply?
 
Cheers guys, I'll speak to him later and see what his insurers have said.

As a side note, remind me never to have an accident in a Ka - his bounced into the wall and off again, about 30ft from where he started :eek:
