Download the SDK, then Eclipse. There's a full guide on how to do it on the Android developer site.

stackoverflow.com is a great resource if you need to ask specific questions.

If you don't know Java beforehand, I'd definitely advise trying to pick this up first along with some good grounding in OO concepts.
