Android - Limited RAM?

I have a number of Android devices, tablets and phones.

Now, I see that the ram is kind of divided into 3 parts.

1 - RAM that the O/S lives in
2 - RAM for the apps
3 - RAM for the user to use for storage of files / music / videos etc

Now, ok, I may be wrong and of course correct me where necessary, but I always seem to be absolutely crippled with my actual RAM.

What I mean here, is NOT the storage, but say for example, my Galaxy TAB 3 seems to only have 19Meg left on it... It showed 12MB earlier on and I cleaned it up, but my NOTE 3 phone is just the same although I have a lot more spare to be fair, and the S3 ( I seem to be drawn to the number 3 I know ) but thats also crippled in many ways.
I have a nasty junk tablet and thats got a massive 2MB and I never run out on that... I admit that I dont use it all that often cos its poo, but I have deliberately tried it outand sure enough, while my tablet and note start to run out of RAM and say so, this thing keeps on chugging along.

Is there any way that I can alter the RAM on the Galaxy TAB 3 to give me more?

It has a MicroSD slot and of course that has a 32GB in it, and its the 8GB Model but surely ,I can use some of that 8GB as real RAM? They are not physically different are they?
