Android SMS bug

I got the following email from Google:
As you might have seen, we are in the process of rolling out a fix for this SMS issue to Nexus One and Nexus S devices. In addition, we have published patches which resolve this issue. The patches are available at

Now, correct me if I'm wrong, but the way I understand the message is that they're rolling out the patches for the Nexii (sp?:p) themselves, but that the patches at the links are available for anyone with an Android phone to download and apply themselves? Am I right? If so, how do you go about it? It's just a bunch of code it seems, don't think I can decompile my phone's ROM, paste in the fixed code and then recompile and reflash it, it's way beyond me!
 
Well, I hope the various manufacturers release it as an OTA. I'm a little worried that they only seem to bother to make the effort to integrate major patches like new builds of Android, it's very rare to see a minor patch unless it's to fix some crippling bug, and this, although it's hugely major, it doesn't stop you from using your phone, so they might try to blag it. I mean technically it's major enough that every single handset should be patched, but for someone like HTC who's released dozens I really don't see them making the effort.

BTW, what happens if you bought your phone SIM-free and you're on a network that doesn't normally sell your phone, would you be able to get updates from your manufacturer's website? I mean I don't expect, say, O2 to push updates for a phone they don't even sell.
