Has the android lolipop fixed the sd function, speciffically, can you now install games straight to micro sd?

Support for running apps from external memory varies with manufacturer. For example, Google seem to be moving the core product away from this, but Samsung still offers it on some of their products. Even then it varies from one app to another, if an app designer doesn't bother to let the user move the app, then you just can't do it.
According to my Galaxy S4 (running KitKat) even when I can move an app to the SD card, a proportion of the app still uses up some of the precious internal storage.
