Since you could rename a file extension to whatever you want. An extension is merely a useful identifier; it says nothing reliable about what the file actually is.
That file is a GIF, and contains a header in the file allowing it to be identified by the browser as such (image/gif). You could rename it to eisplanet.thisisnotagif, but it would still be a GIF image.
