I've have had this problem before and I can't remember what I did to fix it now. Basically, about 50% of the time I put a game CD in the drive and double click it says it's the wrong CD and to re-insert it. I do this and it still won't recognise it. I can even let the CD auto-load into the front-end menu (so it's reading the disc and knows what it is just fine....) but when I click "play game" it still says it can't read the disc  The only way around is to re-boot Windows XP and then it reads it fine. This is a new build and I'm sure last time I had this problem it was another new build. Any ideas

When was the last time you cleaned the disc and drive ?

Check the disc for scratches.

I'm confused as to why you need to reboot for the disc to be read (do you leave the disc in the drive whilst rebooting ?)

If we are talking about starforce protection, then check the mode of your CD/DVD drive. The starforce protection has a habit of slowing down the internal speed of your CD/DVD drive. Once it gets lower than PIO mode your drive has just been killed off.

Happened to me. And it's happened to a few other people as well. I hate Starforce with a vengeance.
