Another GS70 Fan Issue. Any Ideas?

So my GS70 has started having another issue, this time with the CPU fan. As seen in the video below it keeps powering up and down which is incredibly annoying when trying to do work. I've tried setting processor to 10%, shutting down processes and pretty much everything I can think of.

Idle temp is around 50 degrees as well which seems strange. Want to avoid RMA if possible.

Has anyone had a similar issue and knows how to fix it? Really hate the fact that these laptops have automatic fans and absolutely no way of controlling the speed. Both the issues i've experienced could've been fixed easily with a manual fan control program.

I seem to have fixed it. Looks like Turbo Boost was stuck and it was just sat at 3.5ghz constantly. I changed power mode to power saver which stopped it. It's weird because the settings that i put into high performance were the same as power saver but only power saver worked.

It well could be a software problem. I was having a similar issue, with CPU fan revving up more often than it should and found out it was due to a software I had installed called USB Safely Remove, which was messing with Windows' resolution timer. Running powercfg -energy on the command line will produce a report that may point you in the right direction. One of the things I love about the GS70 is that while doing low demanding office tasks it can remain completely silent and that problem was really annoying.
