Another 'it's not turning on thread'

Hey,

Just finished building a new rig, which hasn't gone to plan! First bit of bad luck was Gigabyte shipping the completely wrong I/O shield for my motherboard!

Anyway, tried turning PC on, and not a lot happening.

The symptoms are, I press the power button, the Phase LED on the motherboard lights up very briefly, and the PSU begins to make a very quiet noise.

Any pointers?

Full specs of system?

But double check the 8 pin for cpu power is connected and the memory is in the correct slots. Also try a CMOS reset.

Intel Core i3 540 3.06GHz
Gigabyte GA-P55-USB3 Intel P55 (Socket 1156)
XFX Pro 450W Core Edition Power Supply
Corsair XMS3 4GB (2x2GB) DDR3 PC3-12800C9 1600MHz Dual Channel Kit

Just done the paperclip test on the PSU, powers up fans fine so that's alright.

Will try a CMOS reset now, but anything else I can try? And any guesses at a diagnosis?

EDIT:both 8 pin and 24 pin connections are secure but still same problem.

you tried each ram stick in different slots, 1 at a time? also as RJC asks, are the ram stick in the right slots and are they in securely? my UD3 motherboard can sometimes fool you into thinking the ram is in securely, i.e. the locking pins close to the point you think they've clicked into place securely when in reality they aint in fully at all!! :p
 
I've tried the RAM in the recommended positions, different ones and as single sticks. No luck :(

I don't think the fault is that far down the line - nothing happens when I switch the power button on, not a single fan starting to spin or anything.

EDIT: Tried CMOS reset - nothing. Phase 1 LED lighting up ONLY for a split second then nothing, except a very faint buzing from the PSU.
