Another new build, strange noise from GPU

Put together a new build for my brother,

I5 4690k
Gigabyte z97 sli-x
256gb Kingston ssd
2x4gb corsair vengeance
650w corsair cs650m
Vtx r9 280

When idling the computer was making a quiet enough crackling noise and the screen flickers occasionally, as in it blacks out then goes back to normal. When this happens there is like a whine/squeal for about 10 seconds.

The pc is running fine, play a game and it makes the noise slightly louder.
I ran cinebench r15 and on the open gl test you can hear the noise in intervals as the test runs.

I got home and ran the same test on my pc with an r9 290x and could hear the same interval crackling only much much quieter.

I removed the GPU from the pc and the buzzing/crackling was completely gone. The squealing noise is a bit concerning and the fact it makes the noise/blacks out when idle on desktop is why I'm concerned. Everything arrived this morning and the pc was built this afternoon, should I RMA the card? It's the OC 960mhz version available as a bundle with the i5.

Anyone had this issue? Searched forum but didn't read anything that involved a squeal as well as the black out.

Ps there was white lines slightly visible when runnin r15 cinebench. I'm also using the latest driver.

there should be a bios switch somewhere on the gpu

flick it to the second bios and see if its any better
