My friend needs A new tower just a cheap one that will competently encode videos and playback dvds. He's AMD 2100+ is gradually losing the will to do anything after 3 years of service.

needs:
DVD Rom & DVD-/+RW
must have DVi bonus if TV out

He's pretty skint so looking to upgrade in preformance from he's AMD 2100+ without breaking the bank.

Any idea's ?

Sorry he's budget is what ever he needs to spend to get it done as reasonably as possible. Long story but he's ex screwed him out of lots of £££ and now is kinda scrapping by.
