Just got this , may have posted before , if so apologies in advance.

If you receive a card through your door from a company call PDS (Parcel Delivery Service) saying that they have a parcel awaiting delivery
instructions and can you contact them on 0906 6611911

DO NOT call the number as this is a mail scam originating from Belize

If you call the number and you start to hear a recorded message you will already have been billed £15 for the phone call.

If you do receive a card with these details, then please contact Royal Mail Fraud on 02072396655
or ICTIS at http://www.icstis.org.uk or your local trading standards office.

This is a genuine scam.

ICTIS have the following information about this number.
This is a card posted through your letter box from PDS Parcel Delivery suggesting that they were unable to deliver a parcel and to call the premium
rate number in question. This service costs £1.50 per minute.
This service is under investigation by ICSTIS.

The giveaway will be whether you have ordered something or not. ;)

The reason these scammers are still out there is because people are too stupid.

You are exaggerating the cost here.
The maximum you can be charged is £1.50 per minute.
So sure, as soon as you hear the recorded message you've been charged £1.50.
However you'd have to stay on the line for 10 minutes to be billed the £15.

Not in every instance.
I've got friends and family all over the World, and it's not unusual at all for me to receive a parcel out of the blue and completely unexpected.

That scam has been around for a few years (as has the company running the scam) - as usual, in the UK it is very easy to get around loopholes in the law, so that innocent (or uneducated) people are conned out of money.

The company was "investigated" last year.here , and continues to operate. No doubt, they will cease operation once they get their millions....by which time it will be too late to arrest the directors for anything.

It's the link in the quote I think

Sorry since when have parcel delivery services been 0906 numbers? People deserve to be billed to high heaven if they phone the number starting with 0906. Nartional/local rate or if your lucky free rate is the type of service a parcel delivery service would use. Little bit of common sense. I think we have all premium numbers barred anyway, i don't seem to be able to phone them, so maybe the people that need this most should have this done too :)?
