Can someone please spec me a computer?

I basically want a budget computer but that I can upgrade later on. The key is, it needs to be quiet. The computer I have now is a Dell Vostro tower and it's quiet some of the time but the fans get really noisy in there.

The computer will be used for web design work and general computing. The most taxing game will probably be sims or something like that.

I don't have a budget in mind as such but would like a reasonable SSD in there to improve overall performance.

The Z77 motherboard can support upto three monitors (HDMI/DVI+Dsub) use the CPU's built-in HD4000 GFX core, add a GFX cartd later for more extreme gaming.
