which is best for air flow having the side panel intaking air or pushing air out

I believe they are used to bring in cold air from outside and blow it onto the cpu heatsink and fan. Some people even put duct's on them. See here: http://www.hardwarezone.com/img/data/articles/2005/1665/541_airduct.jpg

sure it is made for in-taking: but after using about a week fan on side panel, haven't seen any differences in temperature of GPU, maybe it would help if my GPU be overclocked/or better fan...or I just didn't keep sharp eye on temps...
