Antec p150

Quiet cases are a gimmic for most people, if you have a noisey PC in any case it will still be noisey.

Lower the volume of your fans and coolers first before changing the case to a silent model, as they really are the last step to take after changing tons of things. Buy it as a case, but do not expect miracles on the noise front.

What will you be running as a 430w PSU is ample for my rig.

(X2 4400, 2gb ram, 7800gt, 2 hdds, Audigy 2zs)
 
It would be for an upcoming conroe build, but from the looks of your setup, it wouldn't use that much more power, maybe a 430w psu would be ok.

I heard that for modular psu's you should up the wattage another 100w though to compensate for the modular connections. is this true?

My rig draws about 400w on full load.

If your unsure then get yourself a 530w PSU or higher.

In answer the P150 does not come without a PSU, one will do shortly but it will be hugely overpriced going by the thread on here.

You could silence any system in a case and get it lower than the cost the P150 would be if you opted for a Lanboy, or a PC7+II at a push.

Depends what silencing measures you plan to try when you have the rig in the PC, a new graphics card cooler is a must as they usually make silly amounts of noise.
