I have an Antec truepower 650 watt psu which regulates 2 of your case fans depending on the temperature etc however do the fans actually stop if the case temps are to cold to need the fans this includes the blue led lights on the fans (Antec 900 Case) as mine do stop also the fan inside the psu stops as well.

The case fans would always run if they were powered by the PSU, you can control them using a fan controller but I think you can only choose speeds I'm not sure if you can actually turn them off. In reality though, the case would never be cool enough not to need fans in there because heat is being generated all the time.
