Anti Static bags

I've seen a few pictures recently of motherboards and other cards laid out on their anti static bags for show. Have anti static bags changed or is my memory failing me, I always believed you had to have an item inside an Anti Static bag for protection and that laying it on top could in fact cause a static discharge and damage the device.

Nope nothings changed. The static discharge is still on the bag.
