Just make a fake email account, sign up to Steam via a proxy server, then gift it to yourself.

Needs a American bank/paypal account.

Already asked a friend in America to use my paypal account, just told him purchase wasn't available in his country. So I'm assuming it checks bank account location.

Just trying to avoid retail.
