I have a free app. that I made a image of someone look like this. Is there anything that will tranform a image to look like CGI?

What exactly do you mean "look like CGI"? Do you mean look like something out of a 3D Disney/Pixar/Dreamworks/etc. CGI film? Or more photorealistic like Avatar or something? To say something looks like CGI is too generic when there are so many different styles of CGI.

Yeah, smeghead is right. That photo just looks posterized. It doesn't look 'CGI' to me.
