Under part P pretty much any electrical work carried out in a kitchen, bathroom or outdoors must be carried out or at a minimum certified to be safe by a registered competent person or your local authority building control.

Many home DIY numpties were not following even basic guidlines when installing cooker circuits in kitchens. (Running cables diagonally across walls, not burying cables in walls or putting it in conduit, not using the correct size cable, etc)
When you come to sell a property to comply you are supposed to hand over documentation listing all of these works that have been carried out. In reality I've never met anyone who's ever done it.
The whole scheme is just another stealth tax. Kitchen & bathroom installers must all now be registered part P if they want to carry out their own electrical works earning the government more $$$.
