Any free alternatives to PHPrunner?

hi. i'm trying to make a website in PHP but i've never used it before. I can make the database i need in MySQL using phpMyAdmin.

I found phprunner which makes php code for your database very easily but i can't find a free alternative. is this program good? i may buy it.

or even any that are a bit cheaper? this phprunner costs $199 which is a bit steep becuase i don't even know if i want to write this website in PHP, i just wnat to see the best way to do it (easiest more importantly).
