Whats going on here? just installed XP Sp3 and this happend to my icons and to proove its not to do with the the thing that i thought it was to do with heres a screen shot:

Any ideas? (their still the same after clicking ok and everything btw)

Are you referring to the black backgrounds of your icon labels? You can turn this off by un-ticking the option "Use drop shadows for icon labels on the desktop" towards the bottom of the Visual Effects tab, as per your above screen print.
