Any ideas on how I could make a similar Area Map?

Looking at making a site area map similar to the one below. Anyone ideas on any software I could use to create it, preferably either free or low-isn cost. I've tried using the map creator in Visio but it's crap.

google sketchup I would imagine to lay it out, take a screenshot, load in photoshop and edit

I could probably knocking something like that up in an hour.
