Any nvidia windows flashing utilities?

Ive got a dell laptop, and want to flash my graphics, but i dont feel overly comfortable making a boot disk, is there anything that can do this in windows?

Its hard locked, so normal overclocking wont work.

Go over to Guru 3D, i think i saw something about windows based flashing utils. If not then somebody there will know.
