Any recommendations for the quietest (but not too expensive) 120mm fans?

I have the same O11D case and went with an all Corsair ML120 setup - they do both ARGB and standard fans. I found them to be a good balance of noise and performance but others may think otherwise.

Having said that I should have just gone with the Lian-Li uni fans. Up to you

Why the Lian-Li fans? They seem fairly expensive and I've never heard of them being anything special (they never come in in recommendations that I've seen)
 
Would recommend Artic P12 aswell, extremely impressed for the price. Got bunch of expensive fans, nocuta, Bequiet etc in various forms and ranges. Wanted some cheap fans for a external radiator so picked up the P12's, they are very solid fans for the price.

The UNI fans are still fairly new. They have good specs, but it's also about their other features, such as the ability to daisy-chain them via the frames directly, and the reduced amount of cabling needed. Were I in the market, they'd be on my list.
 
Arctic P12 is a decent performing fan on a tight budget

Why the P12 not the F12, I thought that was more suited to moving air as a case fan

P12 is slightly newer and comes with the PST connector for daisy chaining. The whole airflow vs static pressure fan debate isn't really a thing - even for case fans you usually are better with "pressure optimised" fans, as most cases have some obstructions
