Why not? It's useful on a network to share files etc. I often use third party filesharing programs to share my photos or send backups to my central server (not local).

I use Bittorrent to download linux distro's as I've been looking for a good linux server O/S - often they are a few GB's so downloading from HTTP is often very slow and most sites give pants speeds. It also saves the bandwidth of the host site so that they can use any money into development of the distro rather than bandwidth costs.

There are many legal uses of filesharing programs. ;) :).

Netlimiter is usually the one bandied around - it would seem that that is your best bet.
