Tbh Paint.net will do everything you've said. It's easy to use and very powerful

I second this. Paint.net is easy enough and contains most of the necessary tools.

With that in mind, I'm getting photoshop cs5 for like £200 with my scholarship and can use it for business purposes after graduation.

Win-win.

The program is actually called Paint.net

I find it much more similar to Windows and Photoshop than GIMP is
