Any way to stop Vista from recreating shortcuts in start menu?

I've just installed CyberLink PowerDVD but it doesn't give me the option not to create shortcuts. Whenever I delete the shortcut, it comes back when I reboot. I know it's only a trivial thing, but I like the start menu being tidy so I can easily find things.

I like the start menu in Vista, but the way it's set up is just crap.
 
Could it by any chance be set to display the programs you use the most often (hence creating the icon every time you start the app)?
 
No, the folder is being created everytime I reboot.

I delete that folder and when Vista reboots, it's created again.
