What's the story with these windows? I'm assuming it's the frame that's warped? Is the only option replacement?

Yes looks warped.

As long as there no water penetration from the outside (make sure you check the outside as well) then you could just seal it up with a big bead of silicone and maybe a nice edging strip.

you `could` dig out the mastic and screw it down to the cill.REMEMBER to mastic over the screw head (not the best to do this but is possible)

Is the top edge of that piece bent? Put a straight edge on it to test if you can open the window and get to it. That looks more like someone has planed or cut the lower section of the frame to get it to fit, that's 2-3mm I'd be suppressed if upvc would wrap that much.

Like others say, if its not leaking and the window is operating normally. Clean out the old sealant, and replace then cover with some upvc trim.

One of them does open but doesn’t close easily.

Yeah, the top is bent. Maybe a couple of mm on one, the bathroom one maybe 1mm.
