anyone got any idea how to remove these clips?

It looks like some sort of scrivet - i.e. it ought to have a little plastic screw or popper in it, which when released allows you to gently remove the scrivet itself, or just prise up the trim below it. So in theory you should be able to get something thin under it and pop it out. It's not the best quality photo though so it's hard to be sure.

Its attaching a small plastic "sports" trim to the front bumper.
I damaged them when my ramps extensions failed, so i planned to remove them and carbon wrap them to freshen them up

Err with new rivets perhaps?

I cant get to the other side without taking the whole bumper off.... and i dont plan on that
They look like rivets to me - only way to remove them is to drill them out. If you can't get behind them then replacing with rivets is the only real option to refit the trim.
Likely the end of the rivet will fall out either when you drill the head off or have to tap it out but if it's on a bumper it shouldn't fall anywhere that'd cause a problem.
