GTX 1050 and it happens in any game regardless of settings or how difficult it is to run, it freezes for a second every few seconds which is inline with the GPU load drops on the right side of the graph below:

Sounds like something isn't quite stable or something like antivirus kicking in in the background or some other task - I've seen this a bit from Windows 10 randomly deciding to do update related stuff as well but that generally happens at infrequent intervals - still enough for me to never use it on my gaming PCs until I'm forced to.

No antivirus but I've ran a full scan and malwarebytes

Wondering if it's vram getting maxed out as I've been playing at 4K but the games aren't demanding at all and are usually around 1.5gb vram usage.
 
It is weird the way the memory used is also showing small bumps of the same pattern - there is a burst of perfcap vrel just before the weird behaviour might be unconnected I'd check event viewer and see if the display driver is silently crashing and recovering.

Well try running at 4k and dropping textures? Does not look like ur frame buffer is too utilised in that screen shot. Does this happen in all games? Or just a couple you happen to only play atm. Tried anymore?
Do you run any sort of Sync tech like gsync? or fast sync?
 
Happens in every game I run, alt tabbing out can fix it for a minute or so but then it comes back.

I'll try running at 1080p 120hz instead, I've tried with fast sync and without, no gsync/freesync anymore as I'm gaming on an OLED TV.
